As difficult it may be to understand her motivations, there are some details that may justify her decisions. It is likely that the currents were powerful and this made her let go of the cubs. This decision may not be the best, but the mother bear kept swimming hoping that her cubs would make it through. Eventually, she found land and safety.

Let us think about the bear cubs for a moment. They had held on to their mother for their dear lives with the urge to survive. Unfortunately, their mother abandoned them. To make it worse, the lake was freezing and the young cubs had absolutely no idea how to swim. This drained their energy. Time was clearly running out and they needed a miracle.
