The net was obviously designed for fish and they could not guarantee that it will be able to handle the weight of two bear cubs. However, they figured it was worth a shot. Time was quickly running out and they tossed the net into the lake.

As they began to get the first bear into the boat, they realized that it was easier said than done. Unlike reeling fish, the cub was extremely heavy. The other issue was that the cubs were not used to being in a net before. Maybe they thought that the fishermen were out to capture them. This was likely to cause panic once they were released on the boat.
