Because no one any longer steals horses, we suspect this notice is a joke. Not to mention that people often use this kind of prank sign when they pretend to have found a pet that they want to retain. The man obviously included his phone number, but we assume he was only curious to see how many people would call him over this fictitious horse. Unless, of course, he rode a horse. Never say never.
