This dude is a die-hard fan of the Teenage Mutant Ninja Turtles. He did, after all, have a Michelangelo tattoo on his nose. He clearly is a fan, and he liked them so much that he wanted to put it on his nose. He simply did not care about such things as social life or decency. Yeah, there’s a good chance this is nothing more than face painting.
